has anyone written a plugin that will allow .ics files to be opened. I have images which also contain text file and save as a .ics file

The currently released Matlab version of CellProfiler does not specifically support .ics (Image Cytometry Standard) files. I don't think we have ever tried them, so I can't be sure, but I assume by your question that it does not work. Would you report your CP error feedback?

However, our soon-to-be-released CP2.0 uses BioFormats as a standard, which does apparently support ICS files http://www.loci.wisc.edu/ome/formats.html. You could be brave and try it using our svn repository or wait for the compiled version, to be released within the next couple months.
